first and foremost - letters everyday or every other day are the most meaningful thing you can send them..

A valentine letter written entirely in candy message hearts.

Write letters using stickers and cutout letters from magazines.

Homemade coupons for "personal activities" he can redeem when he comes home..

A puzzle letter (write a letter and cut it up - not too small! so they'll have to put it together in order to read it.)

An envelope filled with different pieces of paper with lipstick imprints on them! a day full of kisses.
I actually went a little extreme with this one before - for Valentine's day, while DH was deployed - I counted all they days he had been gone, and filled his box with little cut out kisses. I went through a couple tubes of lipstick and my lips were pretty chapped - but he loved it!

Send him a calendar with post it notes over each day. Under each post it note, he'll find a special message from you.

Spray a shirt or a pillow case with your perfume and stick it in a Ziploc bag - to keep the scent - then send it to him, when he opens it y'all wont be so far way (even if it lasts for just a moment.)

Blow up a balloon, but don't tie it, write a message on it then deflate it and attach a note that says - BLOW ME.. haha.

a small stack of Dixie cups really come in handy out there.

febeeze - enough said. or dryer sheets.

a Stain remover stick.

Stress balls! They work wonders..

Padded mailing envelopes. In case he wants to send you something he bought! Having it on hand will make it easier for him to remember.

If your hubby is a sports fan - tape a few hours of ESPN and send it to him.

Get a key - a small one that he can attach to his dog-tags and tell him its the key to your heart - i gave my hubby the "key to my heart" when we started dating and hes never taken it off.

A roll of pennies with "a penny for your thoughts" note.

Tape a few of their favorite shows.

A lock of your hair.. (interesting but alot of men love it.)

If he bought you a pair of earring you absolutely love - send him on of them.

Send him a homemade sock puppet - he will find it great with annoying his buddies.. haha.

Any weapons. A
lcohol or tobacco, Any pork products. Anything obscene - including pornography. Bulk quantities of religious materials against Islamic beliefs. Pressurized cans. they may explode in transit.
